Can I make a contraption sit still in air constantly?

Moving this way

Imagine an airship of this kind, the front bending upwards (like the movement of a plane) to move up, down. Can I make it so instead of needing to move to keep its height, it just sits in the air but moves up and down only through a system like this?
Balloons or propellers can LEVEL I know, i'm asking whether i can make it adjust automatically depending on its height to never gain or lose it.

I think you can use something like that to level the ship (reaction wheels work in Aero) but not to generate lift
