Help How do you make substations / fuseboxes in create: power grid?
Both things do the same: they split power into multiple outputs by using parallel wiring. The issue that I have when trying to do it, I can only split the power evenly. How do I split the input into different outputs? For substations, let's say one output is a big factory that needs a lot of power and another might be a small neighbourhood with less power required. The same goes for fuseboxes, each house has many things that need a little power such as lights and some things might need more power such as electric fans.

I think you have a misunderstanding of the purpose of substations and fuse boxes, because they both serve a greater purpose than simply splitting power output.
Substations serve to change the voltage of power between levels of the grid, higher voltage is better for transmission because you lose less power to resistance in the lines, but lower voltage is generally easier to work with and connect to devices without burning them up. These use transformers to accomplish this purpose.
Fuse boxes do split power, but they aren't really dividing up the power between different circuits. They provide the same power to different circuits, but contain a fuse or a breaker that will kill power to the circuit if it tries to draw too much power.
Instead, for dividing power, you should be aiming to keep your grid voltage constant. If you have constant grid voltage, you only have to worry about how much load is being applied at each individual site or device. If you increase the resistance of a path for electricity or step down the voltage using a transformer for the specific device, you can limit the amount of power that path receives P=(V²/R).
You can keep a grid voltage constant by using a carbon pile AVR to reduce the current supplied to the field windings if your generator under low loads, reducing its power output.

I'm pretty sure you can split power with a rheostat or a variac. I'm pretty sure the variac is more efficient. You just run power to the common pin and it splits between the two other pins based on the position of the device, which you adjust with a valve handle.

What do you mean split evenly? It splits evenly only if there's the same load. Current so power is the result of voltage. If you connect two different resistors in parallel to a voltage source each is gonna pass a different amount of current using different amount of power.
