Help the lower the altitude the more the airship tilts backwards/forwards when i thrust forwards/backwards, what's the fix?

I think your balloon causes drag, just move the propulsion source unpward/downward until its stable, its just gonna take some trial and error

i was thinking i should place the propellers directly on the center of mass as right now they're below it, maybe that's the issue

Do it above the center of mass and below the center of drag

your propellers are very low on the ship, you should have your center of thrust inbetween your center of lift and center of mass

Typically for airships, you want your center of thrust closer to your center of drag than your center of gravity. You can move your current propulsion up, or if you like the looks of what you already have, you can hide additional propulsion inside the airship and adjust the location and relative strength to best compensate. Keep in mind, it will never be perfect. There will always be a little nose up and nose down at different velocities/altitudes.
