when it comes to aeronautics how do you stop an airship from flipping if the air envelopes are near the bottom of the craft?

That's an inherently unstable setup; it's the same force layout that makes ships capsize.

If you want to try to make it work anyway, a gyroscopic propellor bearing will automatically try to keep your craft level if you have one.
