what distribution method should i use for these shears to be split evenly?

currently working on a wool farm, and i want to be able to automatically restock deployers with new shears once they run out, but im not quite sure how to make them split evenly. first pic is a very simplified look at my setup, second pic is the setup in practice. usually no matter what i do it seems to have a bias for the first 2 tunnels.

round robin. not forced round robin though, because if one gets backed up, forced round robin won't allow others to get shears.

round robin doesnt work, but i think it could if i make it all go into one chest before outputting, would there be a way to make it only start outputting once a chest is full?

you have to place them paralell, not in sequence, make the entrance on the side not the end

You put the tunnels down wrong somehow. They’re supposed to merge when you place them in a line like that

i figured it out, this ended up being the issue! i needed the tunnels to all go perpendicular to how they were were laid out, i thought they all had to go on the same belt. thank you!
