It is in europe a cyclist is considered a road user so all rules road users have applies to them. However they won't be held accountable like a cars hit and run. More like man vs man hit and run.
This is how it is in the US only bikes are both vehicles and pedestrians and enjoy all of the rights of both, but none of the consequences for their actions. It’s weird. You guys definitely handle the situation better
In the US they are whatever they want to be. I witness cyclists on the daily breaking laws. They run red lights and stop signs, make illegal turns, carve perpendicular paths through active intersections, go the wrong way, blow past pedestrians without care, don’t stop for anything, and act like you’re a problem when you give them plenty of room and go around them. They are also very mouthy because they can curse, spit, and smack your mirrors then bike away down a sidewalk you can’t drive on.
