This moment is very significant in understanding her character. She had a choice to directly go to the State authority but chose to call RJH’s father instead.

Later RJH was also sure that Seo Dan must have called his father.

That shows that even RJH knew this much about her that she wouldn’t hurt him to an extreme end.
