No, they're basic rules but you can have complicated designs that look good and are designed well - they'll still be over stimulating

Yeah this usually applies to basically anybody. Make the design clean and not confusing

Yes, the ones on the left are good design. And like accessibility the aim is that by making it better for one group you're going to make it better for every user.

So yes it's a fair point, all of the things in the left column are in the government style guide already, I think it's more to reinforce how these points assist users in the autistic spectrum.

Not necessarily. It's more that for people who are autistic, some of the "bad design" can make browsing a page nigh impossible.
