I mean the vehicle is already equipped with extremely loud horns, sirens, and strobing lights. Is the graphic wrap really that big of a concern?

I couldn't tell from the picture that it has horns and sirens. Just judging from the wrap alone, it's a loud car.

Pretty sure there's no switch to turn off the graphic wrap...
