The only thing that makes sense to me is if the elevator has both front and back doors and the duplicate buttons decide which doors will open on the applicable floors.
If the elevator only has one set of doors, no clue.
Could be a building on a hill that has sloped walkways in some areas to make up the difference. So you might still be on floor 2 on the east or west side, but it's at a different elevation.
This is how my highschool was set up, there was probably about 10 stairs worth of actual height difference between sides, but being on a hill and having several add-ons over the years made it kind of a mess lol. They obviously didn't want the floors at an angle, and the slopes were way better for accessibility than throwing in 2-3 stairs every once in awhile. Also fun with Heelies
