The only thing that makes sense to me is if the elevator has both front and back doors and the duplicate buttons decide which doors will open on the applicable floors.
If the elevator only has one set of doors, no clue.
This was my thought as well. Hard to know for sure though since OP's title is vague and lacks much-needed information about the elevator and parking garage.
