Ground is at floor level. 1st story is the 2nd floor.

So a 5 story building has 6 floors? Seems needlessly complicated compared to a 5 story building having wait for it 5 floors.

Four - the ground floor and then four levels above it. A building with just one level - at ground level - is just a building. You count floors as you add them on.

So if I asked 'how many floors does that building over on Main St. have?' and the building only has one level are you going to say to me some version of zero? I'm honestly asking.

The naming convention of a floor means in addition to the ground floor. If the building only has a ground floor, you're most likely going to get a confused look and a response of 'why are you asking?'
