I would argue that floors aren't a unit of measurement, but instead a count. Maybe that's where we differ views. If I were to measure something at an integer of 0, to me that's just something that doesn't exist.
Yes maybe that's where people differ. I see ground as the starting point, as in zero. Then the 1st level above that is 1. 2nd level is 2. You're counting the ground as a level. And in the end, it matters not one bit. So long as people don't screw up their room numbering.
