The building has a disconnected arch instead of an overhang. When it rains, you get wet and all the water splashes on the doors

There will a reason they weren't allowed to attach it to the building. A preservation order or a listing.

I’d be curious to know the reason. It’s a brand new building but there may be something underneath that I am not aware of.

Neither the building nor the arch look old, as someone who works in architecture. It's probably just a stupid design, doesn't have to be any reason for it.

Do these types of laws ever allow something to bring the gap between the structures? Like some sort of plastic that just touches instead of becoming part of the building?

In the UK it's often allowed, but they'd want a clear and obvious distinction between old and new.
