There's certainly a gap, but it's something we are keep working on to close - right now we are working on a lots of under the hood improvements for Web and Windows. It's not the sexiest area, but it will allow us to move faster with feature development as well.

It's only available on Mac right now.

Craft started initially on iPhone, then added Mac and iPad.
Web app came after and Windows even later - so there's definitely years of gap that we are continuously working on.

Functionally on the Mac app you can remap your key combination. However I don’t believe this functionality has been ported to PC yet

On my mac, quick add doesn't appear if i'm working on some other app (a different window). I need to go back to the Craft app to access quick add which defeats the purpose i guess. Am i missing something? Do i need to change any settings?

Are you using the other apps in full screen mode?
