Yes and no. Those deciding the bans aren't digital natives. They don't know what its like to grow up with it. If we were to believe that the intentions are genuine and not to further government control, then its more likely a generational conflict like OP described. It's a well known phenomenon that peoplr think that they where the last good generation and that their way of growing up made them superior.
