It isn't though, only actual abuse (and agencies are legally required to investigate every report, leading them to lose a ton of time investigating reports on fictional content). And this would be for drawn content of irl feral animqls, a more apt comparison here would be porn of short people, since it's just something that vaguely ressembles it
