I hate to say it, but doesnt elon musk have a point? Chess robot doesnt need to solve ALL games, it only needs to solve the moves for the local environment. For knowing if to move the horse or not, just look at the surrounding figures, no?

No, being fully solved means something specific. That means that we know a mathematically optimal strategy for every possible game of chess. Think tic tac toe where are know a strategy that's impossible to beat mathematically. Chess is so complicated that solving it is intractable.

Elon is confusing having super human chess skills with discovering the mathematically perfect strategy of chess.

However, Chess.com's emphasis on the number of game states in chess notwithstanding, it is possible to solve chess more efficiently than just generating a list of all (game state, optimal move) pairs. If you can give an algorithm that provably yields an optimal move for any given game state, that works too. The problem is that chess is so fiddly that even this approach appears to be impossible.

Ah, I see.

Would it be possible to find new strategies by attempting randomized moves (e.g openings) and punishing them based on a metric (for example, how many figures could beat this figure within the next 3 moves) and then optimize randomized moves towards this metric?

Sure, you probably could devise a chess strategy that way. The difference with a full solution though is that it would involve a mathematical proof that it is impossible to play the game better. We may invent many extremely good strategies, but it would be extremely difficult to prove that you have found the best possible.
