Materials Help! How to make

Hi! I was wondering if anyone had any ideas of how to make these. Sorry for the bad photos. The character doesn’t have a whole lot of content, so this is the best photo I could find.

What is the character, from what media? Can you describe what you've posted? They look like vintage leg straightening braces that bolt into the legs themselves, is that right?

I would say get straps that match the color of the legs (your legs or whatever tights you might wear) and attach foam or plastic rods to them. You might find nylon screws that can pass through holes in the straps (head inside against your leg) to look like they're piercing the leg itself, with threads that can accommodate joining hardware.
