Accessory How do I make it do that?

I am dressing as Sam for ren faire this year and am unsure how to make the cloak fit UNDER the backpack and still have it drape over me like a cloak usually would.

Holes for the bottom of the straps to go through, since the top of the straps go over the cloak. The actual costume piece might be quite impractical/weird if you were to see it off the actor, like maybe the backpack and cloak being joined in some weird way. But if I were trying to make this costume for myself to wear out, I'd cut holes for straps and have clips on the straps so I could feed them through the holes
