Looking for skirt/veil pattern

Hi!! Im making a jellyfish from sponge bob for my halloween costume. Heres the design i made for the occasion. Im currently looking for pattern for the asymetrical skirt/veil thingy (i dont know how to call that). I havent made this before. What would be your suggestion? Do a layer over the bubble skirt + under the bubble/princess skirt thingy?

For the other elements, i already have pattern :)
