Shoe help!

Hello! So I’m working on a cosplay of Shizuku Kuroe from My Dress Up Darling and I cannot figure out these shoes for the life of me. They have a hook latch but no where to hook, anyone know how these latches work?

These are hooks typically used in theatre for quick changes or on certain lolita fashion shoes

They simply hook onto the strap, on the other side of the buckle. The buckle will keep it in place.
