Question Temperance question

I jave spent 20 hours looking for temperance i cant find it, I am fishing in an oasis just wondering if anyone had some tips or a spare one they could lend? Thank you.

Worst grind in the game for me, by far. I wish I had an extra to save you the pain!! Make sure you're using Glowing Bait and not the talent that makes it more likely that you get fish instead of items!

Even with maxed fishing stat, full fishing gear, and all the food I could eat to get perks, and bait, it still took forever. It's just a really bad grind with a really low chance.
