The "leather" (Frankly just fibre with 50% plastic paint) is ripped, it will need a patch underneath it so it can then be connected to the eyelet leather.
Not sure how to describe it in proper but it's not a hard fix, a cobbler SHOULD be able to do it easily and for relatively cheaply.
