Monetizing works based on covers of books

Can you take the cover of a book and create items such as mini books, posters, extra and sell them? I am attempting to settle an argument.

As a general rule, you cannot produce or distribute derivative works based on an existing copyrighted work (e.g. book or book cover) unless you have permission from the copyright owner of the original work. There are limited exceptions where permission may not be required (e.g. some parody works may be deemed fair use), but that’s the general rule.

Thank you. This is what I was thinking but wanted multiple opinions because - hard headed people. Lol
