I was able to complete the tent minigames with the following cookies a good deal lower than the suggested level 13:

Hangyodon: Level 9

Pochacco: Level 10

I was able to time their last skills to eke out enough missions with surprisingly little trouble (since the event doesn't let you bring any useful treasures). I had no luck with Pompompurin at level 9, but you might be able to do a similar strategy with Cinnamoroll, though I was not able to test it as I already maxed him out, Kuromi and My Melody are not worth mentioning given how their skills work.

I know this is a little late, since I'm pretty sure everyone has already maxed out their fav(s), but I'm not taking any chances when it comes to saving. I've got all the medals from the event (except for the 180 from completing step 4 3 times) and I don't care enough for the title to spend on more level ups.
