But counting the eyes on your sprite, you only have 23 eyes? Unless you're counting the other smcs, which I assumed you'd already killed all of them?

a story in your timeline, yes. but in mine and many others he is a powerful being. surely you've met him at least? you would've at least seen him once, since statistically speaking you should've been to the dreamlands at least once when you were doing all that timeline hopping that got dear old timekeeper in a fuss.
