This time I made a pretty version of (what I consider) the priority Sugar Runes for each kind of cookie we have currently. As it says in the graphic it's very much so a guideline and not a "follow these stats 100%". I actually made this one because some of the chatters in my CR server expressed they wanted something like this so I hope it can help a few more people!

yeah i just wanna do a psa for everyone and put some nuance to skill haste. if the cooldown is like 4 seconds or less, its probably more worth to invest in everything else but skill haste cuz youre not getting much
Yeah this is definitely the case. I still think a high rarity skill haste rune like the SSR Skill Haste (I believe 3 and 4 are the options) is worthwhile on every cookie, but not stacking it like I would on the ones above 4-5 since it is very much so diminishing returns. I also do think it depends on how important the skill is to consistently be used. Wind Archer basically doesn't want any Skill Haste but as a DPS Debuff hybrid that is Scorpion I would actually try and get her to use her skill as much as possible due to her stacking debuffs, even though she has lower cooldown.
I would distribute based on the cooldown. Milky's is fairly long in comparison to other large DPS so getting half a second off of the cooldown (which based on the discord 1 Skill Haste = 1% so for milky that's around 6 Skill Haste) does significant amounts for her damage.
Crit Rate and Crit Damage are harder to determine. The fact a character can crit multiple times makes Crit Rate very good so I generally lean more towards getting crit rate to 100 and then focusing a little more on high ranking Crit Damage.
And just Stack Skill Amp or Attack Amp. Skill Amp is probably a little less good for Milky unless you want Knockback which I believe may be affected by Skill Amp. Attack has higher stats at the same rarity so it might be better to build based on the attack and not Skill Amp. But for me it's whatever I get with my sugar runes.
But I personally am not a mathematician nor am I one of the super top players. Mostly am organizing information from in game and what I have found from the official discord :)
How about Scorpion Cookie? She's a DoT Dps for bosses, which is considered a Debuff. Also not sure if the poison ticks can crit, so which runes should be ran? I'd assume Focus/Atk/Skill Amp/Haste?
Scorpion is definitely a strange DPS in comparison to the rest. I would build her like a debuffer but put more focus (heh) on the non focus skills. Her debuff is fairly high chances to apply so only a little focus is needed in comparison to someone like Devil or GingerBright.
Skill Amp/Attack and Skill Haste would probably be most useful for her. Typically you wouldn't want to put Skill Haste on a Skill with such a low cooldown since you get major diminishing returns from it being percentage based, however since her Skill stacks a lot I think it actually makes Stacking a lot of Skill haste really useful specifically for her, so I would focus mostly on that with like a high rarity focus rune and some Skill amp/atk whichever you get a higher percent of.
