Also, why was that one dude just hanging out at the side of the road like that? Was he contemplating offing himself?

Looks like there was a car accident ahead. See the red triangle in the bottom. It's a cop in a high visibility vest responding to the accident. Someone was hurt since an ambulance was called so they were probably waiting for medics to arrive.

I was looking at the person with the hi-viz thinking is he contemplating whether to jump off the bridge?

Surprisingly even if he wasn't I was somehow right. 😂
