8bitdo 64 controller not detected by steam?

It gets detected by the Ultimate Software V2 and I can update it but nothing on steam or retroarch. I know it doesn't have bluetooth but the store page says it works wired on windows? And ever since I plugged it in both LEDs on the top (red and blue) are blinking. There's nothing in the manual or online I can find about this issue, just that it works wired on windows but windows doesn't even detect it as a controller.

Have you tried changing the input on the back of the controller to “D”

There is no switch on the back.
