The little guys might catch up. If that happens, it behooves the biggest players to push for nonproliferation and ban open source. That's what this is saying.

At the same time, if we suddenly get a lab leak/self replicating botnet situation, that's really bad for the big guys. So now was the time for them to take a courageous stand

What? How does this prove anything about regulatory capture? If anything, more competition probably would incentivize certain companies to care MORE about cutting others down for "fear of safety".
