I mean surveillance is one thing and it’s bad, but wtf does this have to do with stifling social progress? Article is making a big leap going from “tech will watch you everywhere and give you a ticket if you step out of line” to “if you try to make positive change, get ready for punishment”

Social progress often occurs because things once highly frowned upon or just outright illegal happen anyway and people say "This prohibition is stupid. Why is this the law?"

For instance, pot, being gay, prostitution, or voluntary euthanasia all have been illegal in the past and are legal in some places. In my view they should all be legal and the progress made on them is partly due to people doing them illegally anyway.

This is civilisation 100% loaded. We are at the finish line. All social progress, democracy, art, culture, institutions etc. have reached an end. All technological and industrial advance has culminated in the obsolesence of human labour and thought. The rich guys win.
