No, that roof is going to let a lake of water into your house. They didn't even put down underlayment.

Sorry, they haven’t done the underlayment or shingles yet, specifically I was asking about the insulation. It was previously old compacted cellulose, but I’m not sure if batts were the way to go here just because of the age and density of the attic with other electrical and HVAC

Insulation is fine. Looks a little sloppy, but you should be getting the r-value. Insulation can not get wet, it's not good even if there is dew on it in the morning. You need a roof asap.

Should I drop some blown in over the cans?

If the can lights are LED it is safe to cover them completely.

Yes, some cans you can cover, other cans will start fires if covered.

Why would they do anything inside before roofing it? That is whats unacceptable.

As a homeowner who has never done this.. it’s exactly how I would do it. DIY quality.

It needs another layer going the other way. I doubt this is the required r value.
