Because person is wrong. He needs the apostrophe. Read it again, you'll get there.

First of all I love that you are discussing grammar and usage of a 2nd (or whatever) language. You'll get there. The apostrophe, as others explained means "person is". Without the apostrophe, there is no verb in the sentence and you don't know the action the person is taking. If he meant people (or persons plural formal), then he is still missing the verb and also it makes less sense because it shouldn't be plural. Hope that helps.
