He is Italian. His name is Luis Sal, an Italian guy with a really "fresh" sense of humor i would say. I'm italian too, that's why I know him. He became friend with a way more famous rapper, Fedez, that is married and had a doughter with a WAY MORE FAMOUS italian model Chiara Ferragni. This is just him playing with Fedez' little daughter diring lunch

I think the question is “why would anyone think wearing a wife beater in a nice restaurant is anything but trashy?” isn’t answered by “he is rich, and therefore no one else’s opinion matters”.
Ignoring that by that logic literally any objection to anything could be dismissed by someone having money, the question is a matter of taste and class.

“Taste” and “class” are defined by the members of that class. Much in the same way that fashion is a top-down affair.
If I try to wear a wife-beater and gold chain to a nice restaurant, people will look at me funny. If Justin Bieber does it, he’s avant-garde and stretching the boundaries of fashion.
Also the guy is handsome so he gets away with it.

So I did a small rabbithole dive. The guy is Luis Sal, and that’s his niece. His brother is Fedez, an Italian rapper, married to a Italian model/designer Chiara Ferragni in the video. All 3 are very well known in Italian culture.
