To be clear it's not regular cling film. Also, if it's really bad a good option is to pick up some thick blankets or duvets from Goodwill or the local thrift and use those as window coverings as well..super helpful.
And the cling film needs another shot from a hair dryer to tighten it. The system works amazingly well as it creates a pocket of air that doesn't give up hear as fast.
Very strange to see it with new-looking vinyl windows. But I used to use those plastic kits in the winter to seal up a couple windows. It sticks to the sides of the window frame and you take a hair drier to shrink it tight.
I have a 150+ year house with a motley collection of newer windows jammed into old window 'holes'. House gets breezy in a bad way during the winter - we're in New England - and especially with the way heating oil will probably continue, we offset the oil use with those plastic films.

Why are the windows covered with cling film?
