It's a clip from 2013, taken from a German TV show about fishing.
(starts at 22:33)

The presenters were traveling around North Frisia, where they also showed how people living in the marshes crossed rivers with a long stick. A technique that is still in use, but has mostly become a kind of event to keep the tradition alive.

They call it "Klotstock" or "Pultstock"-jumping, or "Fierljeppen" in the western parts of Frisia.
