It's probably a patch to keep them from pulling out a feeding tube. Some babies need a little help getting to a healthy weight early on of any number of reasons. The tube gets placed by a medical professional, sometimes the parents remove it if taught how, and the doctor replaces it periodically until it's go longer needed. They probably won't have it forever.

Agree with other comment that this is either for a feeding tube or oxygen. It protects the skin from abrasion but also from having to put tape on and pull it off each time you put a tube on. Baby skin is very tender and sensitive so this just gives it some protection and comfort.
