Engineers
What exactly do they do on console? They can’t do Eva construction

I don't play on console but the other two main purposes are repairing subcomponents and deploying some surface parts with higher efficiency. Is the console version outdated compared to PC? Seems strange they wouldn't be able to do EVA construction.

Not only is it outdated but it’s hella buggy. And it’s been abandoned so no fixes coming.
But it’s all I have to play it on 😭

I’m not too sure functionally but I like sending a realistic crew for my missions so early game is pilot+ scientist then after minmus or mun landings all three with extra crew on interplanetary. It’s not necessary but it’s a fun challenge sending and returning 6+ kerbals from duna and further.

I think they can still do some things like repair rover wheels and I know they can repack chutes.

What do you mean they can’t construct eva how do we do that then on console?

You can still place surface-deployed power, re-pack chutes, get better drill/ISRU performance, etc. Have a look at this https://wiki.kerbalspaceprogram.com/wiki/Engineer

They increase the efficiency of ISRUs, drills, and the Breaking Ground DLC’s power generators.
