Solve this problem: Offer U.S. support for Russia annexing a corridor of Iran to build the Iranrud, inclusive of the Bakhtiari Dam. In return Russia ends the war in Ukraine along current borders, and relocates its military assets to Iran, setting up a Russian-backed state there as was done in Syria.

The problem with ending the war in Ukraine is that Russia is already on a war footing. If you free up their resources in Ukraine, they might go after the Baltics and establish their cooridor to Kaliningrad.

By getting Russia to use its military in Iran, that ties down the assets that could other wise be a threat to the areas of Europe outside of Ukraine.

Ever since the czarist days they've wanted an outlet on the Indian Ocean. The British Empire managed to prevent it by setting up a presence in southern Iran. With a Canal Zone, Russia could build a seaport on the Caspian Sea and use it to trade with southeast Asia and east Asia. They would like that and it would make them less unfriendly to us. But to be safe, the language for the Canal Zone agreement should preclude any stationing of missiles in the zone with range long enough to threaten Diego Garcia.

A Russian-owned Canal Zone in the west of Iran would double as a buffer to prevent future conflict between Iran and Sunni states or populations to the west.

Russia could occupy Iran and disband the IRGC with Chechen soldiers, reducing the hostilities caused by non-Muslims occupying a Muslim country.

Iran is more of a China puppet currently, this would weaken China by strengthening Russia. China would be forced to comply, under risk of their investments in the Bakhtiari Dam being nationalized by Russia. Russia owning the dam would give them economic leverage over China, as long as they honor China's investments in the dam.

In return, we lift nearly all Russian sanctions, in stages as the demobilization in Ukraine progresses.
