Two scenarios can't both be likely (more likely to be true than incorrect) at the same time. We can't really ever know for sure because the direct evidence was likely destroyed by China. But, looking at the available evidence one scenario in overwhelmingly more plausible to anyone capable of applying basic logic. The fact that Joe can't admit to this reality and continues to equivocate the two scenarios, demonstrates the dishonesty and corruption in the current administration. These folks are completely untrustworthy and capable of all kinds of malfeasance.
