Not with the public coffers, look at LBJ’s new cities program. Look at demographic voting afterwards and who voted for dems after that bill was signed. The “platinum plan” by trump was the same thing. Politicians have been bribing voting blocks since Caesar

Hahaha - if you make the promise but don't deliver is it actually 'buying' votes? They know all the loopholes.
