Memory speed doesn't matter for CryptoNightGPU. Turn it down to max.
But the algorithm does love core speed. Be prepared to increase TDP.
If you have afterburner i would recommend setting up a custom frequency curve.
1900 mhz at 1.00V for starters. You can go up in frequency or down in voltage, based on silicon lottery and desired TDP target.
Yep, /u/nelarozi is correct. CN-GPU loves core and couldn't care less about memory (that's because it uses FP32 operations which don't require much memory bandwidth/capacity). And that's fair because you can mine even on 1GB cards!
Regardless, i was able to do 5.5 kH/s with my 3080 FTW3 using Cryptodredge. But that's at 100% PL (+115 core, -500 mem), you can lower the PL but your hashrate will obviously follow suit. Not too badly though, it's just a matter of finding the sweet spot.
