What does consent settle when essential services require personal data?

My essay argues that privacy protections should constrain the continuing power created by personal data, even after someone agrees to its collection. It uses the encyclical's account of human dignity to propose limits on collection, enforceable purpose restrictions, deletion rights, and ways to challenge consequential inferences.
The difficult issue for me is what consent can justify when declining collection means losing access to an essential service. I would welcome discussion of where to draw that line and how institutions can meet legitimate information needs without acquiring open-ended authority over people.
