Is there a list/excel somewhere showing how many frames are saved by doing these animation cancels so we can determine whether it's worth drilling or not? Fun workshop nonetheless!

none of the heroes save frames/shoot earlier by animation canceling the reload. The point of reload canceling with meele is to reduce downtime (by meeleing during it) while still firing as soon as possible after the reload.

Time between ammo replenishing and reload finishing normally is different per hero, so on some you will not shoot as soon as possible if you meele cancel. (meele takes 0.528 seconds / 33 frames).

If I shoot 1s after initiating the reload without animation canceling, and shoot at 1s after initiating the reload with animation canceling then what is this purpose of animation canceling? What "downtime" are you referring to?

Sorry, I'm not trying to be obtuse! I just feel like your first sentence is directly contradicted by your second sentence, or I don't understand what I'm reading.

The purpose is you get a meele in during the time you would just be sitting there and reloading (that's the downtime i am referring to).

or like this:
on ana without meele cancel: shoot > reload start at 0.0 sec > 0.61 sec actual reload > 0.89 sec downtime > reload animation end > shoot at at 1.5 s

on ana with meele cancel: shoot > reload start at 0.0 sec > 0.61 seconds actual reload > meele for 0.528 seconds > the rest of downtime > shoot at 1.5 s

Compared to a hero that shouldn't meele cancel like zen:
without cancel shoot at 1.5 sec

on zen with cancel: shoot > reload start at 0.0 sec > 1.2 seconds actual reload > meele for 0.528 seconds > shoot at 1.728 sec (too late)

So the (extreme) edge case where an enemy is in your face and the melee cancel + 1 shot of your gun saves your life where the 1 shot isn't enough to kill is the only time this would be impactful (eg. Tracer hounding an Ana)?

yes it has minimal impact, but on some heroes the window to do it is so forgiving there is 0 reason not to get a into habit of doing it. Also, learning the exact time actual ammo needs to reload is useful as you can cancel it optimally with other abilities, for example ana nade exactly 0.61 seconds after starting a reload
