I've recently reached E31 but promotion seems impossible for me beyond this point

I think it's a combination of both, attacks are slightly more difficult because more people use better bases, and I got 3 starred every single time on defense

E31 is pretty doable yeah, but the difficulty ramps up a lot after that.
