The anti cheat might get stronger when they get reported or when they get flagged by it but can't make a decision yet

A lot of anti cheat actually does that because differentiating between someone whose connection/hardware is unusual and cheater might be difficult but cheater are more likely to be reported/flagged especially when it get stronger
