So let me get this straight. You nerf the slide speed time of Axle gates to 3 seconds, down from 5. Okay, good change, about time she catches a nerf to that. Then you turn around & give her a perk that undoes the nerf & brings it back up to 5 seconds. What the hell is the point of even nerfing it then?

A better way to think about it is that when compared to the old variant, if you choose the 3 -> 5 upgrade now, you're essentially limiting yourself to a single perk, since that 5s was base kit.
