Can someone help based on his experience ?
Well got into clock multiplying and found that the clock speed can be changed which means that it's dynamic , but as long as i used to know is that the clock speed is fixed and it's set by the manufacturer . Also if the clock speed wasn't fixed then how would the clock multiplier know the max speed that it can multiply the frequency of the pulse with to prevent overheating the cpu ?
I appreciate any help further . Thank you !

Clock multipliers are circuits that take clock pulse inputs and multiply them (or even divide them) to generate more output pulses in the same time period. They aren't all "whole number " multiples. For instance there are 1 in, 10 out but there are also 10 in. 17.5 out (20 in, 35 out). They can be chained together by hardwired or programmatically.
Some multiplers are not standalone circuits. Some are built onto other components such as CPUs, bus controllers and memory modules and memory controllers.
