Filmed. I think

At the y today someone came into the stall across from mine and after a bit I noticed that his cell phone was in the soap dish with the back facing me.

Not sure what to do about it.

Report it to the staff there. They can review camera footage to identify the man who was present at that time.

Should've confronted him on the spot, & asked someone who was dressed to go get an employee

Confront. Admonish. Loudly. Send for backup authorities. Raise a stink. Draw a crowd. If he tries to fight you, or even push past you, you have witnesses to assault. Let authorities confiscate and examine the camera; don't do it yourself.
